Sharing good ideas of how a household or individual can do would be beneficial. Let people have more awareness on the DO and DON’T, for all ages of the families. This can be in two parts, one on the residents’ behavioral side and the other on the home improvement side. The government can also provide subsidized consultants for home visits to give advice (e.g. on insulation and heat loss etc) .
I support this more than I don't support it, so I'll put my commend on the left side, but I do have a concern: Minor adjustments to behaviour can make a person feel like they've sacrificed a lot, even if the impact is minimal, and so they then don't do the more important things. eg. Turning your TV off standby mode makes little impact, but is annoying and very perceivable, so you might feel like you've done enough and don't need solar. But I do like the idea of subsidised consultant advice.
Yes, definitely more (trustable, understandable, specific) information is needed. Not sure about pamphlets as the best format, though.
