Easing traffic congestion - build more car parks

An idea of how traffic congestion can be eased

Points

There are no quick or easy solutions to the problem we face due to the large number of cars on our roads. We need to tackle the problem from all directions rather than hope for one solution. There is little doubt that one main contributor to congestion is parking. Badly parked cars, or cars driving slowly trying to find a parking space cause this. My idea is that the government should create incentives to promote the building on new car parks particularly close to town centres.

These should be totally underground car- parks, run under a PPP Scheme. These could be under public parks as is done in major cities abroad (Paris, Manchester), and partly subsidized by the CPP Scheme of the PA.
