Small open (green) gardens in town centres

Introduce schemes and financial incentives whereby the government enters into PPPs or similar to exchange land/disused buildings in town centres to create small local gardens. Central London is a clear example of small gardens acting a lungs and open spaces in the heart of cities. A fund could be set up from monies derived from PA applications/permits, new contributions from developers in order to acquire these sites. Such gardens are usually gated and closed at night.
