The government should expropriate unused or abandoned building sites, and convert such sites into open spaces, parks, squares, etc. This would counter the crammed up construction work. Also such squares and parks can be built upon underground car parks (as in numerous squares in European cities). (Obviously this should not target historical sites and buildings of architectural value)
