Malta is one of the smallest countries in the world, and the land which we haven't yet urbanised is even smaller. As long as decisions over ODZ developments are still taken by people within any planning institution, large business people will continue to get their intentions through and keep destroying the few untouched places which we have left. This is only avoided if any ODZ development plan is out-right rejected, no questions asked.
ODZ development should only be permitted for projects of national importance, such as a hospital. Commercial developments, other than farms and other rural structures that cannot be built anywhere else, should be outright rejected.

The law needs to be amended to croate NO DEVELOPMENT ZONES (NDZ). Such zones won't be eligible for negotiations to develop on any MEPA board no matter how RICH the developer is!
